The Department of the Treasury shall draft the regulations needed to implement this chapter. The Secretary of the Treasury shall draft the regulations for the agencies whose funds are in custody of the Department of the Treasury, and for the [payment of] taxes. Every matter concerning the manner in which the banking and financial institutions shall be compensated shall be included in the regulations.
