For purposes of the terms and phrases defined in this part, the words 'includes' and 'including' shall not be construed as to exclude, omit or eliminate other matters within the meaning of the defined term. Likewise, the specified objects shall only be taken as an illustration or characterization but not as including the entire universe of the objects subject to the provisions of this part.
