(a) The Secretary may deny the issuance of a permit to operate an industrial plant or a public bonded warehouse to natural persons who:(1) Have been convicted of a felony in Puerto Rico, the United States, or any foreign country;(2) have been convicted of a misdemeanor for violations to this Code, the Puerto Rico Internal Revenue Code of 1994, as amended, or any preceding tax law, or(3) have misrepresented or concealed information required to obtain said permit, and for any other just and reasonable cause.
