Puerto Rico Legal Code
(a) Formulas. — No person shall manufacture denatured spirits or alcohol, especially denatured alcohol for industrial or commercial purposes, including alcohol for external use and products manufactured with denatured alcohol, unless the Secretary has approved the formula for the manufacture thereof. Said person shall remit samples of said products when so required by the Secretary.(b) Exemption from purity requirements. — The spirits and denatured alcohol shall not be compelled to meet the requirements established by this part with regard to purity, content of congenerics, age, and permanganate time, considering the impurities they may contain as part of the denaturing agents used to make said spirits unfit for drinking.
