Every person engaged in distilling or rectifying distilled spirits, or manufacturing beer, wines or denatured alcohol, or bottling or canning alcoholic beverages, shall obtain a license from the Secretary each year in order to operate each one of said trades, and shall pay for each license the fees established in § 32431 of this title.
