The Secretary is hereby authorized, at his/her discretion and by request of the offender, to impose and collect administrative fines not to exceed ten thousand dollars ($10,000) for each infraction of the provisions of §§ 31601 et seq. and 32401 et seq. of this title, related to license fees, or the regulations approved for their implementation, in the case of a misdemeanor, at any time before the trial is held. In such cases, the court, after notice from the Secretary, shall stay or terminate the criminal proceedings filed to address this matter.
