(a) Any person who willingly detaches, removes, mutilates, transforms, or otherwise alters the placard or sticker issued or authorized for issue by the Department, to be adhered to every vehicle, shall be guilty of a misdemeanor.(b) Any person who willingly aids or assists or seeks, advises, or instigates the alteration, mutilation, or transformation of such placard or sticker, shall be guilty of a misdemeanor and be subject to payment of an administrative fine for each violation.
