Any trader or seller of motor vehicles, whether new or used, who operates as such without having obtained a license pursuant to the provisions of § 31711(a) of this title and §§ 5001 et seq. of Title 9, known as the 'Puerto Rico Vehicle and Traffic Act', shall be subject to an civil fine of ten thousand dollars ($10,000), regardless of any criminal sanctions provided for in this Code and in the Puerto Rico Vehicle and Traffic Act.
