The properties acquired pursuant to the provisions of this chapter shall be considered as full or partial payment of the debt as may be determined and certified by the Secretary of the Treasury. When the property transferred to the State in payment of estate taxes is of greater value than the tax liability, it shall be understood that said excess in value constitutes a donation to the Commonwealth of Puerto Rico.
