The Secretary of the Treasury shall prescribe the rules and regulations needed to implement this chapter. Said rules and regulations shall be submitted to the Legislature which shall pass judgment thereon; Provided, That if the Legislature does not reject them within the term of the Regular Session during which said rules and regulations were received, they shall continue in full force and effect.
