The Secretary of the Treasury is hereby empowered to submit to the Property Registrars and the latter are hereby directed to register the total of the debt included in the payment plans authorized by this chapter as liens on any property of the debtor, in order to guarantee the fulfilment of the contracted obligation. The lien so registered shall remain in effect until the debtor shall have paid his debt in full. The Secretary of the Treasury may also require from the taxpayer to whom a payment plan is granted the security of the deferred debt when he deems it convenient for the proper protection of the public interests.
