The Secretary of the Treasury is hereby authorized to withhold each fiscal year, 7 1 / 2 % of the total revenues collected corresponding to bad debts in excess of the base, which shall be equivalent to the total collections of bad debts corresponding to fiscal year 1998—99. Said base shall be increased annually by 3%. The determination of the base excludes the deposits to the Secretary’s account deriving from the efforts of private collectors who shall make efforts to collect as authorized by § 353b of this title.
