The Secretary shall establish and promulgate such rules and regulations as necessary for the administration of this chapter. The same shall take effect upon notice to the Governor of Puerto Rico. Furthermore, notice of their adoption shall be published in two (2) newspapers of general circulation. These rules and regulations shall be adopted without being subject to the provisions of §§ 2101 et seq. of Title 3, known as the 'Uniform Administrative Procedures Act'.
