There is hereby appropriated to the 'Special Fund for the Amortization and Redemption of General Obligations Evidenced by Bonds and Promissory Notes' created by former §§ 402—404 of this title, from unencumbered funds in the treasury of Puerto Rico, for the year 1962—63 and each succeeding fiscal year, a sum equal to the uncollected tax resulting from the tax exemption provided by former § 402 of this title, less the equivalent of the amount of twenty hundredths of one percent (1%) by which the municipalities are reimbursed by § 746 of Title 21.
