Any person who commits or attempts to commit an offense within the territorial extension subject to the jurisdiction of the Commonwealth of Puerto Rico shall be prosecuted in Puerto Rico.Any person who commits or attempts to commit an offense outside of the territorial extension of the Commonwealth of Puerto Rico, under the circumstances established in § 4635 of Title 33 shall also be prosecuted in Puerto Rico.
