The Circuit Court of Appeals may reverse, confirm or modify the appealed judgment, or may reduce the degree of the offense or the penalty imposed, or it may, if in order, acquit the defendant or order a new trial to be held. It may also annul, confirm or modify any or all proceedings subsequent to or dependent upon the resorted or appealed judgment.The Supreme Court shall have the same powers in the writs of certiorari before it.
