The judgment pronounced on appeal or certiorari, or the final resolution dismissing the writ of certiorari issued by the Circuit Court of Appeals, may be reviewed by the Supreme Court through certiorari to be issued at its discretion, and not otherwise. The writ of certiorari shall be filed within thirty (30) days from filing the notice of the judgment or the resolution of a motion for reconsideration as provided in Rule 216 of this appendix, in the record.
