The Grand Jury shall be entitled:(a) To inquire into the management of Commonwealth public funds and funds of the municipalities and school boards within the judicial district.(b) To inquire into the management and operation of public charitable and educational institutions.(c) To look after the enforcement of the laws providing compensation for accidents to laborers, relative to the work of women and children, and for the protection of infants.Where, as a result of any investigation made by the Grand Jury, it appears that the People of Puerto Rico is entitled to any sum, the Grand Jury shall make a report on the subject to the Governor of Puerto Rico, recommending the filing of a proper action to recover the amounts due.
