All fines and penalties, and all costs in criminal cases, imposed and collected by any court of Puerto Rico shall be deposited in the General Fund of the Government, but fifty percent (50%) thereof shall be credited to the fund of the University of Puerto Rico. The payment of fines or penalties shall be made electronically or by other method or instrument adopted by the Chief Justice of the Supreme Court in coordination with the Secretary of the Treasury.
