The Secretary of Justice is hereby empowered to act on behalf of the Commonwealth of Puerto Rico in the making of agreements with the authorities of the summoning jurisdiction, whenever he may see fit, for proper compliance with the orders of the Court of First Instance, and shall forward a copy thereof to the House of Representatives and the Senate of Puerto Rico within thirty (30) days after such agreements are entered into.
