If it is decided that the demand should be complied with, the Governor, through the Secretary of Justice, shall solicit a judge of the Court of First Instance of Puerto Rico to issue the warrant of arrest, which shall be sealed with the seal of the Court of First Instance of Puerto Rico and be directed to any peace officer or other person who is fit to be entrusted with the execution thereof.
