It shall be the duty of the judges or justices to celebrate the rites of marriage absolutely free of charge; Provided, That when the marriage ceremony is performed outside of the urban zone of the municipality in which the judge or justice resides, or when it is performed before nine o’clock a.m., or after five o’clock p.m., the judge or justice may charge such fee as may be agreed upon by the interested parties.
