For the appointment of a special guardian it shall suffice that the person, or any other person acting in his behalf, file an application to that effect before the Part of the District Court of his domicile. The court shall give preference over other cases to the consideration of the application so filed and upon a report from the Department of Social Services of the Government of Puerto Rico and the holding of a hearing, it shall issue the proper appointment of special guardian. The person who is appointed special guardian shall, before entering in the discharge of his duties, file with the court his acceptance of the office.
