The Secretary of the Department of Consumer Affairs may use all the powers conferred by §§ 341 et seq. of Title 3, known as the 'Organic Act of the Department of Consumer Affairs', to adjudicate in controversies that arise under this chapter and to ensure that no one breaches the regulations or orders issued under this chapter, including the imposition of administrative fines up to a maximum of ten thousand dollars ($10,000) per infraction. All Regulations, orders, or resolutions issued by the Secretary pursuant to this chapter may be judicially reconsidered and reviewed, pursuant to the provisions set forth in §§ 2101 et seq. of Title 3, known as the 'Uniform Administrative Procedures Act'.
