There is hereby created in the Treasury of Puerto Rico a Special Fund into which shall be covered all the money collected pursuant to §§ 1294b and 1294c of this title, which shall be at the disposal of the Secretary of the Department of Consumer Affairs for the purpose of executing the powers conferred on him by this chapter.
