The Copyright Registrar shall maintain a register of intellectual works published in Puerto Rico which are the creation of Puerto Rican authors or of foreign persons domiciled in Puerto Rico, and of Puerto Rican works printed abroad to be sold, distributed, or reproduced in Puerto Rico, or any other use that their publication implies by request of the author or his rightful claimants. An unpublished original work may be registered upon request of the author. The Copyright Registrar shall issue a certificate containing all the information about the work found in the Registry.
