No person may be punished for an act foreseen in a criminal law unless the same is committed with intent or negligence.\nThe intent or negligence is shown by the circumstances connected with the act, the mental capacity and the expressions and conduct of the person.\nThe acts sanctioned in this Code require intent, unless it is expressly stated that negligence is sufficient.\nHistory —June 18, 2004, No. 149, § 22, eff.
