In addition to the punishment imposed for the commission of a criminal act, the court shall impose a special punishment of one hundred dollars ($100) for each misdemeanor and three hundred dollars ($300) for each felony upon all persons convicted thereof. The punishment set forth herein shall be paid by means of the corresponding internal revenue stamps.
