Puerto Rico Legal Code
Any person who, without lawful authority, interferes with the rendering of services or hinders the access to a learning or health institution, or interferes with the rendering of services or hinders the access to buildings where government services are rendered to the public, shall be guilty of a misdemeanor.For purposes of this section, a learning institution means any public or private elementary, middle or high school, university, college, vocational or technical school that has academic curricula or skill development programs for children, youths or adults in Puerto Rico.In the case of health facilities, it means facilities certified and authorized by the Government to operate as such, as established and defined in the Health Facilities Act, §§ 331 et seq. of Title 24, to wit: hospitals, health centers, public health units, diagnosis or treatment centers, public health services, nursing homes, extended care facilities, rehabilitation centers, medical facilities for persons with disabilities, mental health centers, psycho-social rehabilitation centers, hospitals for chronic illnesses, general hospitals, psychiatric hospitals, tuberculosis hospitals, and nonprofit health
