The Supreme Court may refer a matter to a master in any case or proceeding.A reference to a master in the Court of First Instance shall be the exception and not the rule. No case shall be referred to a master, save in actions involving matters of accounts and of difficult computation of damages or cases involving highly technical matters or matters requiring expertise.
