The petition for certification shall specify the names of the petitioners; shall designate the case pending in the Circuit Court of Appeals; and shall briefly state the urgent circumstances of the case that warrant a departure from the ordinary proceeding, and a direct adjudication by the Supreme Court. Upon filing the petition, the appellant shall serve it to all the parties in the manner provided in Rule 67.When the certification has been issued by a Federal Court or by a State Court of any of the States of the Union, the process to be followed shall be the one set forth by the Supreme Court of Puerto Rico in its regulations to that effect.
