The appeal and certiorari docket to the Circuit Court of Appeals shall consist of the appendixes to the arguments of the parties, pursuant to Rule 54.4, to which the oral statement of proof shall be attached, if applicable, pursuant to Rule 54.2. In every case, the Circuit Court of Appeals, on its own initiative or by petition of a party, may order the original record to be referred at any time.The Supreme Court shall regulate all matters concerning the docket in writs of certiorari, certification and appeal before it.
