(A) Courts shall take judicial notice of the Constitution and laws of the Commonwealth of Puerto Rico and of the Constitution and laws of the United States of America.(B) Courts may take judicial notice of the statutes and the law of the states and territories of the United States of America, as well as of the rules and regulations of the Commonwealth of Puerto Rico and of the United States of America.
