The municipal judges of the judicial region where the property is located shall have jurisdiction to take cognizance of the eviction lawsuits when the rate payment owed or the legal claim does not exceed five thousand dollars ($5,000) per year. In all other cases, the Court of First Instance of the Judicial Region where the property is located shall take cognizance of the eviction lawsuits.
