Any attorney who receives compensation from a workman or group of workmen in violation of the provisions of §§ 3114-3117 of this title shall be under obligation to reimburse to the workman the amount paid to him, plus an equal amount of money, by way of liquidated damages, to the workman or group of workmen affected.
