The Property Registry shall be attached to the Department of Justice and shall be directed by an Administrative Director who shall be accountable to the Secretary of Justice. Said Administrative Director shall perform the duties and have the responsibilities assigned to him by the Secretary of Justice, who may delegate to him matters pertaining to the organization, management and operation of the various sections, including their respective personnel appointments.
