When deemed convenient, the Secretary is hereby authorized to appoint as Special Registrars attorneys of the Department of Justice and of the agencies or public corporations that meet the requirements of § 2053 of this title; Provided, That they have practiced the legal and notary profession for at least ten (10) years. In the case of attorneys from an agency or public corporation, the appointments may be made by the Secretary without any additional disbursement of public funds by the Department of Justice or the Government of the Commonwealth of Puerto Rico. The Secretary may also appoint as Special Registrar those persons who meet the requirements of § 2053 of this title and have held the office of Property Registrar. Attorneys appointed by virtue of this section shall have the authorities of Property Registrars. Such appointment shall be for a minimum term of two (2) months and a maximum term of twelve (12) months, which may be extended for an additional twelve (12)-month period if the need of service still persists. Attorneys thus designated shall be subject to the regulations and rules of conduct applicable to the officials of the Department of Justice.
