The Registrars, except for those having no fixed designation, shall use as their headquarters the section to which they were originally assigned or are assigned to on the date of approval of this act.\nThe Secretary of Justice may transfer a Registrar to another headquarters; however, such transfers may not be used as disciplinary measures nor in an arbitrary manner.
