The Registry shall be available to the public that is interested in ascertaining the legal status of real property or real rights registered therein. The Registrars shall open the books or the contents of the information systems at the Registry, to those persons who are interest[ed] in perusing them, without removing said books from the office, and taking the appropriate precautions to ensure their preservation and prevent their tainting or loss. The Secretary shall provide, through regulations, when, and under what conditions, the access of notaries to the Registry’s information systems maybe permitted, provided that the integrity and contents of the systems are guaranteed.
