The agencies which compose the Safety and Public Protection Commission can maintain, if the Commissioner deems it convenient, the condition of Individual Administrators for the purposes of Act No. 5 of October 14, 1975, known as the 'Puerto Rico Public Service Personnel Act', and Act No. 89 of July 12, 1979, known as the 'Uniform Retribution Act of Puerto Rico'. The Director of the Central Personnel Administration Office shall approve the classification and retribution plans pursuant to said acts, and Act No. 89 of July 12, 1979, once there is a certification on the availability of funds from the Office of Management and Budget.
