The following functions and activities of the Department of the Treasury are hereby transferred to the General Services Administration:1. The functions of the Procurement and Supply Services. The General Services Administrator shall substitute the Secretary of the Treasury in the boards created by the Procurement and Supply Act and there are hereby transferred to the General Services Administrator the powers and functions in said boards pertaining to the Secretary of the Treasury.2. The powers and functions of the Secretary of the Treasury to receive properties donated by the Government of the United States and for their custody and distribution.
