There are hereby transferred to the General Services Administration to be used, employed or expended in connection with the functions or agencies transferred by this reorganization plan, the records and the properties now in use in connection with said functions or agencies, the personnel now employed in such functions or agencies, the appropriations, funds and other resources now available or which may be available to be used in connection with such functions or agencies.
