The provisions of this reorganization plan shall take effect January 2, 1973. On this plan taking effect the Governor is hereby authorized to adopt transitory measures and to make the necessary decisions for the purpose of implementing its provisions without the interruption of administrative proceedings, works and activities in connection with said transferred functions.
