This Reorganization Plan shall take effect immediately after its approval, May 4, 1994. The steps needed to comply with the purposes of this Plan must be taken within a term that shall not exceed thirty (30) calendar days after the approval thereof, in coordination with and the advice of the Office of Management and Budget.
