The Horse Racing Sport and Industry is hereby attached to the Department of Economic Development and Commerce, and shall continue to operate under §§ 198—198s of Title 15. The Administrator shall answer directly to the Secretary but shall retain its administrative and operating autonomy under the provisions of its organic act. The Governor shall appoint the Administrator with the advice and consent of the Senate.
