The prize received in cash by any official or employee as part of a work unit shall be in addition to his/her regular compensation and shall not be considered as a part thereof. Provided, further, That such prize shall not be subject to the payment of income tax. When the prize is awarded to a program or agency, and the same consists of cash, said resources shall become apart of the agency’s budget and shall be used for non-recurrent expenses.
