It shall be the duty of the Governor to submit a report to the Legislature, at the opening of each regular session on capital improvement projects chargeable to the General Fund to be carried out by the different agencies of the Executive Branch, the construction of which has not been started, excluding those authorized at the immediately preceding Legislative Session.
