The Department of Natural and Environmental Resources shall be responsible for implementing, with respect to the operational phase, the public policy of the Commonwealth of Puerto Rico contained in § 19 of Art. VI of the Constitution by the Board on Environmental Quality in accordance with Act No. 9 of June 18, 1970. To such effects it shall place in force programs for the use and conservation of the natural resources of Puerto Rico, always within the standards established by the Board on Environmental Quality.
