There is hereby created in the Department of Natural and Environmental Resources a Committee for Negotiations of Mining Affairs which shall be composed of seven members appointed by the Governor representing the Planning Board, the Department of Justice, Health, Treasury, Agriculture, Transportation and Public Works and a private citizen. The Committee shall advise the Secretary of Natural and Environmental Resources in the negotiations and covenants as to the terms and conditions of mine leases.
