No agency of the Government of the Commonwealth of Puerto Rico nor the Judicial or Legislative Branches is authorized to spend in excess of that which is appropriated in the General Budget of Expenses, as provided in this chapter, unless it is otherwise provided through the approval of an act or joint resolution to such effect.
